School Board set to tackle issue of food charges; over $78K currently owed

The Butler County Board of Education met in regular session on Tuesday, October 21, 2014 at North Butler Elementary School. Board members Amy Hood, Delbert Johnson, Karen Evans, and Debbie Hammers were in attendance.
The new Food Service Director Kaitlyn Harrison gave her first report to the board. 
“Last week we celebrated National School Lunch Week and I spoke to several classes in the district concerning “My Plate”,” said Harrison. 
The district will have an administrative review of the food service program this year.  According to Harrison, the evaluation team will be in the district February 25-27th, 2015. She also reported on the Coffee Bar that has been started at Butler County High School in the mornings.  Food service workers offer coffee, cappuccino, and hot chocolate that meet the federal and state guidelines. 

“The Coffee Bar has been very successful; it is something the students wanted and they have responded well,” said Harrison.

“Mrs. Harrison has only been with us for a short time, but has done a really good job,” said Butler County Schools' Superintendent Scott Howard.
“I want your (the board's) feedback on how to solve the problem of charges in the food service program,” said Harrison, as she passed out a balance summary report to the board showing food charges for each school. The report shows an outstanding active balance of $78, 286.28, (students $77,808.98, and adults $477.30)

The board discussed several options, including legal action, to address the problem.  They asked Harrison to find out how other districts address the problem and to report back to the board at the November meeting. 
NBES Principal Josh Belcher
North Butler Elementary Principal Josh Belcher gave the school's report concerning test scores. 

“We are proficient,” said Belcher.  "I am extremely proud of the effort that the teachers and students are putting forth at North Butler.” 
He was quick to give praise to former Principal Jeff Jennings. 

“I was not part of these test scores but plan to continue the high standards set at North Butler and improve on them,” added Belcher.
Once again, North Butler students were number one in the state in science.  Every area tested showed growth over a three year period for North Butler students.  Belcher shared the school’s schedule, which provides instructional time for remediation, grade level, and enrichment classes.

MES Assistant Principal Chad Flener
Assistant Principal Chad Flener gave the Morgantown Elementary report. 

“We didn’t do as well as we had hoped,” said Flener.  "We scored 100 in Program Reviews, but our GAP scores were low.”
According to Flener the reading and math scores show gains from third to fifth grade, but social studies and science scores need to improve."
MES Principal Greg Woodcock did thank the board for their support and for purchasing much-needed text books for Morgantown Elementary.
Next,  Finance Officer Eric Elms gave the monthly treasurer’s report:
Beginning Balance: $1,679,116.79
Receipts: $1,279,044.26
Expenses: $1,457,902.80
Ending Balance: $1,500,258.25
Superintendent Scott Howard gave his report about events, trainings,  and meetings he had attended over the past month. Howard reminded the board about upcoming events such as the KSBA Regional meeting in Russellville, WKU Job Fair, and the Chamber Annual Dinner.
Howard discussed the order of upcoming construction projects in the district. 
“The high school needs a roof and the parking lot, including lights, needs to be redone.  Safety entry ways at BCMS, MES, and BCHS are also a concern,” said Howard.
The board approved the following:

  • KSBA Recommended Policies and Procedure Revision – Policies 07.111 and 07.12 and Procedure 07.111 AP.1 (food service)
  • BCHS FFA Trip Request to Attend the National FFA Convention in Louisville, Kentucky on October 29th – November 1st, 2014
  • BCHS Ireland/London Trip Request for March 31st, 2016 – April 8th, 2016
  • Changing district drug testing from six times per year to four times per year (the number of people tested will not change)
  • Fundraiser for BCMS Baseball Team
