Butler County Fiscal Court: Tax Rates, Boys & Girls Club, and Road Projects

The Butler County Fiscal Court met in its regular session for September on Monday, September 8th, 2014. All members were present. Before the meeting Maggie Drake led the Court and visitors in the Pledge of Allegiance to the Flag.

After approving minutes of meetings from previous meetings the Court approved the rates for the county’s special taxation districts. All taxes are calculated as percent per $100 assessed value. Tax rates for 2014 will be: County 8.4% real estate, tangible 8.4%, Health Dept. 2.25%/2.25%, Library 6.7%/12.75%, Extension Service 6.5%/10.33%, School 39.10%/39.10%, Ambulance 8.9%/8.9%, Franchise Tax on Dollars 0.25%.

Watershed tax rates will be: Big Muddy-10%, Big Reedy-2.2%, Caney Creek-8.26%, and Mud River 1.35%. City tax rates in the county will be: Rochester 10.00%, Woodbury 9.5%, and Morgantown 10.5%. The county fire protection rate is .03%. A blanket motion to accept the rates passed by a 5-0 vote.

Next, the Court approved a motion authorizing Judge David Fields to sign an agreement with the Kentucky Transportation Cabinet regarding $209,906.00 in Flex Fund monies. The agreement was passed at the meeting ahead of receiving the funds in order to avoid the need for a special session when the funds come in. The motion passed 5-0.

The Court approved the annual allotment for the Boys and Girls Club of Butler County in the amount of $12,500. The motion passed 5-0.
Litter abatement payments were approved by a 5-0 vote. Payments will be made to the following; Belmont General Baptist Church-$677, Richland Missionary Baptist Church-$569, Zions Harmony Church-$616, and BCMS Basketball-$702.
The annual contract with Propane Energy Partners for gas at the Woodbury Museum was discussed and passed. Magistrates decided to pre-buy 625 gallons of gas at the rate of $2.09 per gallon. The motion passed 5-0.
County Clerk Shirley Givens asked the Court to increase election officer pay to $25 for election school, and $125 for Election Day pay. Currently the county pays $25 for election school, and $100 for Election Day pay. Givens said the $25 increase would raise election pay by $1,500 and would put the county at the same rate as other nearby counties. The motion passed 5-0.

Next, a discussion opened about the bids for a building addition at Reeds Ferry. Two bids were received for the work which includes construction of a building addition and an above ground sewage holding tank. After discussion the Court decided to accept a bid of $2,900 for the holding tank, but rejected the bid received for the building addition. Magistrates voted 5-0 to accept the tank bid and rebid the other job.

Magistrates passed specs for new recycling trailers by a 5-0 vote. The magistrates decided to set the specs for four compartment trailers with a narrow door for cardboard to force people to break down cardboard boxes before putting them in the trailer. The county will now advertise for bids on the trailers.

A motion was also passed to accept bids for the remaining work on the McKendree Chapel Road project. Bid specs will state that work must be completed in 90 working days barring inclement weather. Work will be allowed to begin after October 15th to avoid disturbing a population of Indiana Bats in trees on the work site. The motion to advertise for the bids passed by a 5-0 vote.

The magistrates authorized Judge Fields to sign a contract for County electrical inspections with Green River Electrical Inspection, LLC. The motion passed 5-0.

Discussion items outside the printed agenda concerned advertising for a relief ferry operator, and possibly buying a bailer for paper and plastic gathered from the recycling trailers. No action was taken on either item.
